Hey there, for all I know Windows' Movie Maker has a feat that allows you to turn the color sepia and add the flickering stripes. Not that it's a very good program otherwise but it works just fine for the sort of basic videomaking ;) but am sure that any more advanced program has something like it. Good luck!
