A person who has not spoken in other tongues as the Spirit giveth utterance is not yet filled with the Holy Spirit (AKA Spirit of Christ) and is not yet a Christian.

Romans 8:9 But ye are not in the flesh, but in the Spirit, if so be that the Spirit of God dwell in you. Now if any man have not the Spirit of Christ, he is none of his.

When a couple laid hands on me, I didn't yeild right then. On my drive home, I did yeild (privately) and truly, I spoke words I clearly remember and felt the Holy Spirit all over ~ so beautiful! After two months, my Dad actually researched the words and they were Arabic and Hebrew! I also have the 'gift of tongues' and have interpreted, as well (when God gives it). 1 Cor 13:1: tongues of men and tongues of angels. Hallelujah!
