Paris, FRANCE - 1997 European Figure Skating Championships, Men's Free Skate - Philippe Candeloro of France placed 2nd in the Free Skate. The scrutiny by the media about the judging system would come after Germany's Andrei Vlaschenko's skate following Candeloro. Vlaschenko's placement would alter the standings of the Top 4 skaters from: 1. Zagorodniuk, 2. Urmanov, 3. Kulik. 4. Candeloro "to" the Final Standings of 1. Urmanov, 2. Candeloro, 3. Zagorodniuk, 4. Kulik. The media would cry foul about a scoring system where the placements can keep changing. In order to appease the media, the ISU would soon adopt changes to the judging system by creating the dreadful OBO ("One Beats One") System.
