If the SOS was not sent, which seemed to be the goal of the first part of the attack, the 6th fleet response doctrine would not have been set in motion. Even if it was a false flag operation the launching of the nuclear capable planes was clearly not part of the plan. Ergo, logic dictates that nuking Egypt wasnt intended and thats why they where recalled.
