Biggest killer in the world may be US、Red China and Russia. I do not know how many Japanese were killed by JAPANESE GOVERNMENT. But those were person who executed capital punishment in Japan.

Victims of Tokyo, Osaka, Hiroshima, Nagasaki and Okinawa was done by US not by Japanese government.
