He's not drunk. He's actually mentally challenged. There was this talk show on russian TV where his mother told everything about him and the bad conditions they live in because of poverty.
After his mother told he's mentally challenged on a television show which is watched by millions of people, one man in the show's studio stood up and apologized to this man's mother in the name of the whole internet and said that if he knew this man was ill, he'd never laugh at him.

Whoa, now. Don't go stereotyping people of different countries. I'm American, and funny thing, I don't eat fast food, I'm not a slob, and am not oblivious at all. I pay attention to what goes on in the world, not just America. A lot of americans are not the way you describe them either, some are yes, but for the most part, you are just judgmental and stereotypical.
