For the top 8 balloons he is using a 9 inch balloon and the rest are 16 inches. If I were to guess at a brand it looks like Betalatex. The ornaments are 5 inch rounds.
I would not recomend the neon colors as he is using for the ornaments because the loose air and oxidize quicker than other balloons. Total looks to be near thirty. 16 inch ballons.
