My dads a boston cop. heres what he says happened. The lite brite things had visible wires and batteries and were placed in spots where terrorists would put bombs(under bridges, on buildings, etc.) Most cops knew they probably werent bombs but for safety reasons they had to be sure. Remember people, 9/11 changed everything.
