I'll explain as Hubbard fans and music game fans are different breeds:
The software is Doremi Mania. It's a Keyboard Mania simulator - a music game by Konami, like Dance Dance Revolution and so forth. It won't help you play keyboard, it's probably _the_ hardest Bemani game - but it'll help you play these tunes. It converts MIDIs. Works with MIDI keyboards.
The tune is as the title says, from 1986. It's a classic chiptune but those in the US may never have heard of it. Very European.
is better than MIDI :P back then computer sound chips were a bit like guitars, they sound almost the same, but there were notable differences and the C64 had a SID chip (if i remember correctly) it played .SID files ^^
Well, you can tell the difference. Especially with songs with lots of filter. You can even tell the difference between different SID revisions, actually..

Is Keyboard Mania software available for Windows XP, usable with a MIDI keyboard etc.? Would be kinda neat to toy around with that stuff.

Acquire the high voltage sid archive, get a sid emulator(e.g. sidplay 2) and play them yourself.
It's close enough to the real chip that you probably couldn't tell the difference with the crummy youtube compression rate.
