I can't make out any rotation nor a funnel. With a shaky camera, and while moving, I can't definitely say what this was. If they'd have stopped for a minute to get some bearings on this phenomenon, we'd all probably have a better idea as to what this was. It also appears that the road they were on was curving around the phenomenon, so as to give the appearance of movement. Without any other evidence besides this, I can't say that this was a tornado, but can't say what it was either.
