The late Frank Carrington, Counsel to the non-profit organization Security On Campus, Inc. (SOC), discusses how the federal Campus Sexual Assault Victims' Bill of Rights (CSAVBoR) came about and was introduced in Congress in 1991. Connie and Howard Clery, SOC's co-founders, had secured passage of the Campus Security Act in 1990 requiring colleges and universities to disclose campus crime statistics and the CSAVBoR was proposed as an amendment to this law. Sponsored by Representatives Jim Ramstad (R-MN) and Susan Molinari (R-NY) and Senator Joe Biden (D-DE) it became law in 1992.
