When Felix arrived, he brushed dust off the "Fix It Shop" table which surprised Maria and Telly. At the end, after Oscar and Felix wanted to argue again, Oscar told him to clean something which Felix did, and Oscar said with anger "no that's too clean!" and Felix said "how dare you for saying that!" then on the last scene, Oscar's can was shiny and when Oscar was announcing the letter and number of the day, he did it with dirtiness which Felix cleaned off and said to stop making a mess.
I guess if Oscar caused Susan to walk away after understanding, I know he would get angry where I remember in one Sesame Street episode that Oscar invited a grouch friend named Felix who likes things clean where he even cleaned the inside and outside of Oscar's can and both Felix and Oscar argued a lot which caused Felix to leave. After Felix left, Oscar got angry that he wasn't around for him to argue anymore which Oscar and Felix missed so Felix came back to argue more by cleaning the can.
Maybe the reason he didn't say that was because, if Susan walked away after understanding that the Grouchkateers are for kids only, Oscar would get angry and not be able to yell at her anymore since that's what he enjoys doing as a grouch. He probably also had a lot of fun using grouchy words to tease her which is why he never said the Grouchkateers are for kids only so she wouldn't leave since she knew the Grouchkateers are for everyone but Oscar just didn't admit it.
