I feel sorry for the guy who got struck by the shield. But I can't imagine how can somebody actually beat up a cop. In my country, if you put a finger on a law enforcement officer, you can get shot at. ...it's self defense for the police.
Korea is surely strange country.

this particular officer got caught. He told the investigator that his senior officer got beaten up by riot mobs so he got furious for the moment then he spotted the guy who was responsible. So he gave em something to remember. By the way, this was anti government riot in seoul
