Can somebody explain to me why this movie is suposed to be racist? Is it because they use differnt accents or somthing?

Because Jar Jarr the Jamaican parody has the accent, the big lips, and is a clumsy oaf. The jew parody, Watto has the hooked nose and is all about greed for money, and the asian accented Neimodians are sniveling cowards.
