I can probably explain this real easy for those of you who cannot comprehend visual stimulation. Take a wodden biscuit and place it on some sheet metal. Trace said biscuit. Use a metal press to cut off excess from the sides and do a rough cut-out. Grind off what is left from the tracing. Grind off any barbs on the sides of the to-be spoon. Fine sand it. Use a drill press to place holes in both ends of the spoon. Bend the spoon. Paint, add split rings and a hook. Catch fish.

THE PRACTICE of drilling a workpiece without being clamped is very dangerous, as when the drill breaks through there is a tendency for he piecce to work up the drill bit therefore becoming a revolving scythe, please clamp a workpiece with a G clamp to a solid base before drilling.
