Sagan is missing a lot of things. Firstly, any "rational" civilization would focus on gaining off world colonies to insure against extinction making it impossible to destroy themselves. Of course on the flip side, it appears that all species evolve to exterminate competitors, so the most likely scenario is that a very few civilizations are busy exterminating all other intelligent life. Someone at Seti must have thought of this because we do not beam focused signals into space.
