@gtrracer Actually I'm the guy in the video and I did ask to help but the woman did not want my help. She was embarrassed and insisted on cleaning it herself. I edited the video so that I just walk straight out.

that looks like a creative device made by some blogger on make or something. i highly doubt it would ever work in a real world situation, unless the paint had some form of strong irritant mixed in.
