There are several different police forces for different affairs.
Landespolizei (State police) has the SEK (Spezialeinsatzkommandos) and are full-time units whose members do not perform any other duties, and are essentially the equivalent of American SWAT Teams. Hostage sieges, kidnappings and raids also belong to their missions as well as other scenarios like personal security detail for VIPs or witnesses.
A similart unit to the SEK is the MEK which duties and responsibilities are covert obversation and arrests of targets that are moving(in cars or running around). (SEK is only doing arrests if the target is in a house or something similar.) However both units the SEK and MEK are trained to do either.

Bundespolizei (German Federal Police) and it's unit the GSG 9 (Grenzschutzgruppe 9) is the elite counter-terrorism and special operations unit of the German Federal Police.
The KSK (Kommando Spezialkräfte/Special Forces Command) is for affairs abroad. The KSK is part of the Bundeswehr and modeling itself on the British Army's Special Air Service and the US Army's Delta Force.

The Landespolizei has branches for normal affairs.
The Schutzpolizei is a security or protection police but is best translated as Uniformed Police.
The Kriminalpolizei is the standard term for the criminal investigation agency.
The Bereitschaftspolizei (literally "Alert Police" or "Readiness Police", means Riot Police) are the support and rapid reaction units of Germany's police forces. (there are sometimes riots from hooligans after football games)
The Wasserschutzpolizei (WSP - literally translated "Water Protection Police" in German) is the water police that patrols the waterways, lakes and harbours of Germany around the clock.
