Its either the traffic controller is making wrong decision to clear for take off for the other plane or the pilot just ignore. I believe, priority is always for aircraft to land then other plane can take off. As passenger, I have experience this kind of event once at Heathrow (LHR) many years ago. Singapore Airlines was about to land but at about 500 ft from touch down, the B747-400 took off again. Apparently there is another plane which has not enter the taxiway. Great video!

lol pisses me off when that happens in flight sim usually i land behind or in front of it or just take a parallel runway if there is one.
