@hez1919 No, Johann Tetzel and Bishop Albert of Brandenburg were the lone conspirators in the selling of indulgences. They did it by misrepresenting the Papal Bull Bishop Albert was given to collect money for the bulding of St. Peter's Basillica. They're teachings did not truly represent the doctrine of indulgences as it was taught officially by the Church. Even the Sorbonne explicitly stated that Tetzel's teachings were heretical in 1482 and 1518. Even Luther identified Tetzel specifically.

And the selling of indulgences was a doctrine preached by a heretical bishop who was tolerated by some for political reasons. It was shameful, no doubt, but it does not represent the official teachings of the Catholic Church! Get your history right!
