Notice at 4:39 the traffic signal flashes red in all four directions, because of the stopped traffic on the side street. This form of preemption is designed to discourage impatient drivers from blocking the intersection, as well as allowing traffic moves that don't conflict with the train (such as proceeding along the parallel road, or turning left off the approach across from the tracks onto the parallel road). It is also acceptable to have the light flash yellow on the parallel road.

Awesome to see this taking place, something that should be done more widely. The ONLY time you are authorized to go through a signal like that is if you are unable to safely come to a stop when they activate and you are also required to remained stopped until the gates are up and the bells/lights shut off. Nice looking UP power there as well. :)

This was all well and good to promote crossing safety... but... was it necessary for the officer to go AROUND the gates to ticket someone for crossing before they went down? Doesn't set much of an example...

Actually, the signals are programmed to do that when a train goes through a signaled intersection.

I remember vaguely in the Sacramento, CA area old Southern Pacific & Western Pacific signals may have done the same. This must be a former Southern Pacific line operating on older signal operations. I was recently in Sacramento & all of the newer & some of the older signals, the lights continue flashing until the gates are completely up & the signals are completely deactivated.
