what are these bubbles coming from their backs? My guess is the air under their feathers gets pushed up to that area where they come out, but, it reminds me of some kind of scuba gears

That's correct - the bubbles of air help to insulate the bird from the cold, but are pushed out by water pressure. This creates a stream of bubbles as the penguin swims, increasing the impression of speed.
