@RikaRelic probably but i think that was the first intention of gta to, but then they realized you could also walk around and randomly shoot people and get the cops on your ass and cheat a chopper to fly to a high building and use and explosive sniper to kill everybody down on the ground walking artound looking for you not realizing your above them. then cheat a bike and a parachute and make and awesome triple back flip of the building, step of the bike, deploy your chute and cheat the cops away

@Basjejo Well i think there'll be some freeroaming but this game is focussing on the Story mode ^^
