Still does not mean that BL isn't cannon.
Besides, most of my sources of the Eldar combat prowess are not from BL. Every loss is important, but they constantly minimize loss. They are certainly not a dying race though... just look at the Dark Eldar, their birth rates are through the roof (I wonder why...).
I am not familiar with the BA.
All I know is Astartes lose frequently to untrained rebels and Power Armor is penetrated by muskets and crossbows -.-

@Goldfarseer Again, I bring up the BA. In their 5th Ed. Codex, there is no mention of the events James Swallow describes in his BA novels (Thank God). On the other hand, the events of the Ultramarines novels are described in the 5th Ed SM Codex. I think that whether an event from a BL novel finds its place in a Codex, really depends on the novel and its reception by the community.
Millions and even a billion is tiny for warfare in a galactic scale, hence why each loss is important

All of them have been stated to be canon. Except for a few really old ones which were ret-conned. Seeming to forget is not the same as forgetting.
The Eldar still do have several million left. You could probably speculate that there could possibly even be over a billion if you include Harlequins, DE, CE, Exodites. But I am quite sure they are at the several million mark.
The Eldar abhor death and bloodshed. No argument to the countless silly xenos though.
Where did you find Eldrads speech at the beginning from? Is it in one of the earlier codex's?
