No, the flop shot is completely different. In fact this lob shot gives a similar result but with far less risk. Most golfers (including some pro's) should stay away from the flop as the risk/reward is not in their favor. You do not need as long a backswing with the lob as you do with the flop and you are also not opening the clubface here, just keep it square and hold it open through impact.
Good vid...I presume by Lob you also mean 'flop shot'. Anyhow, I use a 64* wedge for this lob shot. Gets up high and stops quickly (with the right ball)
Try and make sure that it more a "through" motion rather than a "down" motion.
