Car makers have done away with the mix-and-match option scenario because it makes for too many combinations of vehicles that end up sitting on the lot because it's missing the one option you wanted. The bottom line is, if you want the goodies, you upgrade the trim. Reducing the number of options simplifies the car buying experience and makes it more cost effective for manufacturers. In theory, this means you get more for your money.

You can't choose the bottom most Tiguan, then complain that there is no tech.
Choose the Decked out SEL then redo the review. Tiguan seems to be a great Vehicle, so much so I have one on order.

You might not get a lot of goodies on the s but you still get a lot of stuff. You get a lot of airbags, ABS, ESP, anti-roll, etc...
Go for for the SE, you get A LOT more. (for just a couple thousand more)
