The 80/20 rule will always apply. Interesting comments below as there seems to be a misunderstanding. The facts created the rule and it has nothing to do with wearing a suit or politics. The top 20% work hard to get there. Try your best to count yourself among them.

We need governing from a CIRCLE not a hierarchy. Everyone in the circle speaks before the Leader is chosen to represent the whole. The leader is changed yeary to prevent nepotism. The Womens and Mens Lodges keep council then sit together to make the decisions the Leader must carry out. The Lodges make sure the long range programs are adhered to. No 20% ever gets a strangle hold on the whole.
