That is a balk. The pitcher can't be on the mound without the ball and he was standing on the back of the mound. Even if he was safe he still should've gotten third.

I like the announcers, the fact that they are stating why the ump made the call he did. They're not saying, "it's your job to get every call right!", but, "you can see why the umpire would call it the way he did". Good commentating.
