Uhm, this solar panels is not for the traction or engine, I guess is for internal illumination of each cars.
And I don´t understand why put the solar panels on the sides, when on the roof is like 50% best reception.

Those are called "Ordner Rapid Discharge Hoppers". The solar panels are for the radio controls, so the ballast can be dumped by remote control fro the engine cab. The actual hopper chutes are opened by compressed air, from the train line. The solar panels ONLY power the radio. IIRC.
