-.- 1, he is soliciting fraud, 2, he is soliciting inappropriate acts from children (Eg, asking a young girl for he panties, asking if young girls are tight, etc) 3, hes being racist, 4, He is basically verbally sexually assaulting young girls.
While not illegal, the he is also manipulating children, threatening to give phone numbers to criminal organisations, and blatantly lying to the public.

So what if what he says to the customers is substantively the same? Don't you know that to maximize profitability using psychological studies, almost all telemarketers work with standardized scripts?
