There are a couple of ways we use the tool with loose material. You can decide what works best for skirt material you're using. If you want to make short skirts, simply feed a short piece into tube and roll the collar onto it. You can then move the collar into position on the material. If the material is longer (5" or more), you can fold a portion over the wire hook and pull it through.
