Remember Batman got into alot of situation over his career. When he failed on some missions he'd go back to prepare a device or tactic just for his enemies. And whatever device he made, he kept it around just in case he got into a similar situation again.

@Spore6001 I don't think it works just on her. From what he said it would work on anyone I guess for metahumans it reflexes their powers back on them. No idea what it would do to a normal human.
