In 1962 the World Health Organization and UNICEF sponsored an International conference in USSR at ALMA ATA at the University of Kazakhstan and issued the ALMA ATA declaration on health for all by 2000. 1978 was the first formal congress that was convened.

Pursuant to this declaration, Medicina Alternativa was formed as an International Organization in The University of Kazakhstan and is registered in the registry of Kazakhstan in 1962.That was the beginning of Open International University.

  • National programs launched for funding under the Primary Health Care banner but in practice, they tended to treat PHCare as an extension of the same old top-down, Western medical system. While community participation was encouraged, Community health workers (CHWs) were trained, but rather than being the most important members of the health team, they were relegated to the lowest, most subservient position in the existing health hierarchy
