During Katrina Louisiana was run by a democrat governor and mayor. It's common knowledge that the feds take 72 hours to respond to any disaster and thats if the local government does their job and clears the way for the feds. During Katrina the local government didn't use their resources to evacuate in fact they did nothing but instill panic and spread false information.
