This is a clip from a 1950's TV show called Gang Busters. At the end of the show, they would give you information about a wanted criminal, along with their wanted poster. Some TV stations kept the idea going long after the series ended, and would often use them as part of their public service announcements late at night.

@og882001 No. Wikipedia says Cole and another dude were both convicted bank robbers and escaped in 1937(!). Both were presumed to have died during their attempted escape.
I guess the FBI wanted to keep their bases covered though, hence this bulletin.
