Akuma still had his umanity, he was able to control the Satsui No Hado, he wasn't like Evil Ryu who wants to kill and destroy everything in front of him, Akuma was just looking for suitable opponents, in order to get better and better at fighting. He trained so hard he became Oni Akuma, Oni means Demon in japanese, he completely lost his humanity, and became like Evil Ryu (who is half-demon however), evil incarnate
