The CIA is no more to blame in Angola than the Cubans, South Africans, Zaire, China, the Soviet Union, and the warring factions in Angola itself. This entire endeavor was a power grab after the Portugese withdrew following their 1974 political upheaval. No one in particular is to blame. This was a classic example of Cold War politics and diplomacy in action.
