Apparently you haven't read the chapters carefully. Yes, it is true that the Earl had a broker in it, but he didn't know that he had an accomodator right under his nose(that is until the Black Order interfered), and about them needing money, the stealing was from Timothy's part because he knew that the orphanage was going to close from lack of funds. And not to mention, Brokers /receive/ money from the Earl and in exchange they give the Earl people who have lost a special one.

i think that assylum is being used by the earl.that little kid is an exorcist but the earl use him for a while to steal precious stuffs. coz if you'll going to read back the episodes the earl needs a lot of money in order to make another egg. this is only my hypothesis.
