You will want to raise the frequency, or you are going to damage any inductive loads. Motors will overheat and burn out in no time at 37 Hz.

not sure how petters govern (assuming that there is even an internal governor!)but if its anything like a lister, you should be able to greatly tighten it up

The engine is driving the alternator through a 1:1 pulley, in the video the alternator is generating 1 KW AC at 37 Hz, this corresponds to 1110 RPM. The governor is not very good, the off load speed is very much higher than the on load speed and the cold speed.

what is the pulley ratio? sounds like its running under 1800 rpm

The pulley ratio is 1:1, the engine is running at 1110 RPM, 37 Hz. The speed regulation is poor, in the film it is running with a 1KW load and cold. off load it runs at 1500 RPM when warm.
