By saying it's like they're frozen in ice is a compliment. He's saying that they've stuck to their style since 1981 and haven't sold out or become a band that they're not. Basically to summarize, he's saying they're still rocking as hard now in the Christ Illusion/World Painted Blood era as they were in the Reign in Blood or Show No Mercy eras.
