Because in one of the mission of BM Diana says that she is happy that 47 recovered (from the contract final mission I guess) and in the begining of SA she says that everyone thought 47 was dead (my guess here is that after Requiem he went into hiding in Sicilia)

2.go look through the oval office window(from the outside) and Marc will run out of the office.

In this part, first, i kill all people...second i enter in third person mode in oval office, and after shooting me, i chase him till final door of the second floor and shoot him..
If I do not kill civilians, I take Custom 1911 and kill rest. ;)
