Housetraining (not breaking) is easily accomplished with a crate, and timing the feeding and voiding. It easy and all you need is consistency. It has nothing to do with authority and is more about habit. Though that being said, shelter dogs may have problems since they are often forced to void in their cage so they don't learn to avoid soiling their living areas. They may take a little longer.
