they were less effective as safety mechanisms because of how they were mounted, plus pointless because you still have to do the lap belt up on most of them.

Had a Ford Tempo years ago with seat belts like that. They were crap. If you were in the car with your belt on, opened the door to stick your head out for something it would get wrapped around your neck and choke you. Usually after 4-5 years the mechanical system which moves them breaks and are very expensive to repair.
