smoke detectors but were they working? and a high rise tower block like that needs a central siren type horn fire alarm system that can be heard throughout the building.
also metal staircase/s on the outside as an alternative escape route....
plus the LFB together with the council should make sure the residents know about the fire escape plan properly.
also for it to spread like that there must have been a breach somewhere, and not concrete flooring on each floor.
