I think it's pretty obvious that Billy wouldn't have had the guts to pull the trigger even if the freeze ray hadn't crapped out.

144 years ago NPH was still alive because of how awesome he is. U saw this movie so long ago but I'm just now commenting and I can't wait for the second won to come out next year

I don't think there's any way we can know for sure whether he would have pulled the trigger or not. In any case, he's still a worthy protagonist, and we can identify with him far more easily than we can with Hammer. Billy is very much the anti-hero. He doesn't care to do good, but he's sensitive and intelligent enough to know the difference between doing good for its sake and doing good to make people feel better about themselves without addressing the underlying problems.

Which is awkward, because I remember when Captain Hammer said what his hammer really was. (and it's not his fists if I recall correctly)
