Your video card shares the RAM with your system, or/and the operating system sets 3,75 of 4gb as the available RAM that is accessible to use for software.

Bro your copy of windows 7 is either broken or hacked. 64 bit operating systems should be able to use up to 128 gigs of ram (not that you need it) but the only OS that would limit that would be a 32 bit version of windows.
