best way imho is that you keep trying. Eventually ur anterior serratus (a muscle) and the rest of the muscles involved will gain enough strength to keep you up enough so your feet dont touch the floor.

I can't get my feet to don't touch the ground, going up from L-seat. How can I train this? Is it a matter of flexibility or what?

Just worked on tuck planche to handstand with bent arms loads until I had a little more endurance in my shoulders and arms. Then this was a pretty natural step. Are you looking for exercises to train these?
