On Feb. 25, Leahy addressed the U.S. Senate to announce that the Senate Judiciary Committee will hold a hearing on March 4 to explore ideas on whether and if so, how best -- to establish a nonpartisan truth commission to examine rule-of-law matters such as torture, extraordinary rendition to countries that torture, and other issues from recent years. Leahy first raised the idea of a truth commission on Feb. 9, 2009.
