You're thinking of Umika Kawashima. The girl at 3:19 is Aika Mitsui.

I don't know why people dislike Aika. She may not have the stunning idol appearance right now but as I recall, being a pop idol is about singing right? She is unique and adorable and her voice is pretty good too. She's also quickly improving.

Bottom line: she's adorable, she's polite, and Tsunku saw something special in her that made her a Morning Musume member.
