It has taken 3 weeks to get my issues with Charter Internet escalated to a senior tech at the Reno, NV head end (NOC or network center). Four prior techs, multiple phone techs, and a drive down to their offices to voice my concerns.
This video shows speed tests and bandwidth inconsistencies to various locations across the country. I have tested all hardware here at my location and can handle considerably more speed than Charter is offering. I've also provided them with thorough trace route data, ping plotter, latency and other information.
I previoulsy had their MAX package which was 25mb x 2mb. I would typically see speeds of 32mb x 1.9mb nearly anywhere I would test it. Of course at high usage times (early evening to 10pm or ) the speeds would fall off. Distance would also affect speeds, but they would only fall off a small percentage. What you will see in this video is RIDICULOUS.
1) First the firmware was blamed (oops, not a problem)
2) Then my hardware was blamed (TrendNet TEW-633GR router) ... tests showed the same poor speeds without any of my hardware in the system.
3) IP Routing makes a jump in many cases all the way across the country to St Louis, before routing properly .... although I'm told that is inaccurate and not really happening. (See for yourself below)
4) Then they fell back to the boiler plate response (prepared statement) that they "only guarantee speeds on their network". Which in layman's terms means you get the correct speed to their local server a few miles away ONLY. That would be like saying you will get 50mpg out of your new car ... until the engine starts and it leaves the dealer's lot!
5) I now have a tech working on a few things he sees at his end, and hope to have a resolution soon.
A little background .... this has happened 3x before after changes to my account with Charter on their MAX package. After complaining repeatedly and somewhere between 48 hours and a week the speeds mysteriously came back up to advertised. This time this "magic fix" has so far yet to occur.
Would you pay $80.00 a month for under 10mb speeds to your business server (mine is in Florida)? Hey Verizon ... why don't you get your act together and setup FIOS in the Northern Nevada market !
If you would have taken that video in Safe Mode with Networking, I would believe the speeds. But no. You have a firewall that scans the data before it hits your browser. That's causing the delays, and spikes in speeds. Never troubleshoot while booted into full bloated windows.

@kvnhmmd your certs/training for this comment is based on? Breaking speed limits? The router is not limiting traffic if set correctly - but you don't know that, do you? Additionally, the numbers are the same if done in safe mode (which is still after the router).
Look up Cisco CCNA, I even have a large Cisco home lab, I do this for a living! You should research/think before making public comments ... the Wahkiakum's Sheriffs Dept got a kick out of your vids (do ya hear that knock at the door)?

Microsoft implemented static TCP-IP settings on Vista and Win7 to where you cannot manually edit what you could in Win XP.
Charter did some testing on their equipment (modems) after my complaints and found that OLDER equipment actually has more throughput than the newer Standard. Additionally, they found that if using DOCSIS-3.0 (the latest standard), the throughput was better getting to computers running Windows XP versus those which are using Windows 7 or Vista operating systems.
